Installing an Incident and Crisis Management System (ICMS)

Accurate information and effective communications, both internally and externally with all relevant stakeholders, are key elements in the management of an incident. In Belgium, a national security portal was launched in early 2017: the Incident & Crisis Management System (ICMS). The project, which is run by the FPS Home Affairs and is funded by the industry through the Seveso Fund, aims to promote information exchange and cooperation both during emergencies and in emergency planning.

During emergencies, the portal contributes to shared awareness of the situation at operational and policy levels. Transdisciplinary cooperation and interoperability are key for efficient crisis management. The platform was established in consultation with representatives of all the relevant services and authorities involved in responding to and managing emergency situations.
